Job Description

JOB TITLE: Database Assistant (M&E)
TEAM/PROGRAMME: Programme Implementation
LOCATION: Falam, Chin Region

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The Project Assistant (Database and M&E) is responsible to conduct data entry, data processing, data validation and developing data associated with Health Management Information System (HMIS) for the project. S/he will ensure the quality of data entered and submitted by health staff and act as a focal point for all work related to the database management, documentation, storage (hard and soft copies), regular back up and assist Database Officer in compiling data for various project reports (monthly, quarterly ,annual and donor reports). Assist the Project Manager in the overall management of monitoring, evaluation, impact assessment for delivering high quality, innovative and effective programmes.

External Representation: No regular contact

Travel: Minimum (up to 3 days per month)

Key accountabilities

Health Information Management
• Develop the data collection formats and template and data system for proper monitoring and analysing of the 3 MDG program activities and trend of health service indicators.
• Ensured that all necessary information is collected and properly recorded in the agreed system
• Compile the monthly reports for the sub offices and consolidate feed into the system and produce overall combined report as monthly
• Perform data quality checks & data screening and undertake validation of the reports with source documents as regular basis
• Prepare data analysis on log frame indicators regularly or as necessary and inform to supervisor where significant variance against with targets and health service indicators is observed
• Ensure Project Team staff and Partners well operate the existing forms & data system and maintain quality standards
• Facilitate M&E meetings, share M&E guidance and deliver training with Project and Regional teams. Link with central MEAL team at head office through Project Officer when necessary.
• Work with Project Officer, Project Teams and Partners to ensure learning within SCI is shared, across regions, across programme sectors and with head office and fed into the planning of programme design.
• Collection of activity level information against outputs indicators, total reach report, project data from Project Officers to send to Senior Project Officer.
• Prepare charts/diagrams (based on the weekly outputs) for Project Management Team.

Accountability
• Prepare and submit reports as required on the programming activities within township area for internal, donor and beneficiary community reporting.
• Work with Project Team staff to ensure accountability systems are in place that engage beneficiaries (especially children), in evaluations, impact assessments and research in accordance with HAP-I and other relevant frameworks.

Programme Management
• Working with Project Officer, SPO and Head of Health Program and MEAL Team in Yangon to assist in producing resource materials, deliver training, make presentations and organise events/other activities to ensure development and maintenance of sound monitoring, evaluation and impact assessment.
• Undertake regular field monitoring visits to programme services with approval from supervisor and support monitoring, evaluation, impact assessment processes and accountability processes.
• Monitor and document the progress of programme activities against agreed indicators including Real Time Evaluation in area of jurisdiction.
• Work with Project Officer to monitor and document the impact of programmes to inform overall programme strategy
• Work together with officials from Township Health Department for improving HMIS of the Township

Communications:
• Ensure that project related information is relayed to the Project Team.
• Work with Area Team to ensure information relating to Save the Children and our activities is shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks.

SCI Falam is working in a constantly changing humanitarian aid environment, reasonable specific work duties may be requested that may not fit into the above responsibilities, but which will help promote over all programs goals and aims.

Person specifications
Essential
• Bachelor degree holder in any disciplines
• Relevant knowledge ,skill and at least 1 year experience in data entry ACCESS, GIS, SPSS and/or Epidata
• Excellent skills and at least 3 years’ experience in using Microsoft words, Excel

Desirable
• Relevant knowledge, skills and experience in data management related to Primary Health
• Care programme and Malaria; i.e. ACCESS, GIS, SPSS and/or Epidata.
• Working experience of health data management and data analysis in INGO/NGO
• Experience in multicultural environment and remote areas.
• Acceptable fluency in English Skill
