Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the position of Finance Manager.

Position Summary:

The Finance Manager is part of the finance team responsible for managing in-country cash and bank, maintaining all financial documents, preparing benefit and leave balances files and uploading into system, reviewing payment/receipt vouchers for all projects and dealing with Serenic and providing finance training to staffs etc. The Finance Manager reports directly to the Finance Coordinator.

SPECIFIC DUTIES AND RESPONSIBILITIES

• Oversee accounting function of the finance department, General Accounting section to ensure timely and accurate accounting information for various reporting purposes and for giving supports to all staffs effectively & having sufficient cash in hand within the limited amount accordance with Finance Manual.
• Review/approve financial vouchers as per approval authority matrix, to ensure that all expenses are properly incurred, appropriately supported with the relevant supporting documentation and correctly allocated to the account and project codes.
• Oversee data entry in Serenic to ensure maximum data integrity and Post approved transactions on a daily basis .
• Regularly review all posted financial transactions in the Serenic for accuracy and completeness and report any irregularities to the Finance Coordinator.
• Ensure timely scheduling and preparation of the monthly financial reports to meet all internal and HQ deadlines and requirements
• Ensure aging advances are reviewed by assigned staff on a regular basis and ensure staff are timely reminded and liquidate all advances, travel and other.
• Ensure regular reconciliation of all balance sheet accounts and take necessary action to resolve any unresolved balances. Those that cannot be resolved timely, should be immediately reported to the Finance Coordinator.
• Ensure appropriate filing for hard and soft copies of the financial documentation. Oversee and assist cash and banking functions and assist maintenance of smooth and customer-oriented work processes that ensure timely payments to the staff and vendors
• Assist Finance Coordinator in development and update of Pact financial policies and accounting procedures
• Prepare monthly fund requests and communicate with program teams/departments to ensure Pact Myanmar has enough fund balance covering monthly operating expenditures
• Recognize all intercompany bills from other country offices into system in timely manner and review and prepare Journal for sub grant reports.
• Review invoices and supporting documents to ensure that the calculation is mathematically correct, the amount and items claimed agree with the document authorizing the claim.
• Ensure the prepared advance reconciliation statements and supporting vouchers are following Pact Financial Policies and Procedures.
• Facilitate trainings and orientation as needed to ensure that Pact Myanmar staffs understand and follow finance and accounting policies and procedures.
• Prepare monthly payroll and payroll taxes/accruals calculation for local staff and ensure allocation of salaries in accordance with the individual staff time charged among the projects
• Collect the information of staffs’ benefit balance from HR and prepare necessary JE to reflect the actual balance of each staff into Pact accounting system.
• Provide advice and guidance to the Sr/Finance Officers on the financial matters as required
• Provide support as needed for both Pact Headquarters audit and external office audits & monitoring reviews.
• With guidance from the Finance Coordinator, ensure that all expenditures are allocated to correct projects/charge codes.
• Keep the Finance Coordinator informed of any issues raised during job assigned.

GENERAL ADMINISTRATION AND PROGRAM SUPPORT:

• Promote gender equality within the Pact team and integrate gender awareness within all activities;
• Participate in Pact staff meetings;
• Perform other relevant duties as assigned by the Finance Coordinator and Sr. Finance Coordinator

REQUIREMENTS AND QUALIFICAITONS:

• University degree with major in Finance, Accounting, Commerce or Economics OR relevant accounting certification
• Minimum four-year experience in similar role, preferable INGO experience
• Proficiency in excel, word processing and extensive experience with computerized accounting software.
• Proven qualifications and abilities to manage accounting matters.
• Ability to lead and direct accounting team and build staff capacity.
• Demonstrated ability in oral and written English communications skills to effectively present detailed financial information and respond to questions in a professional manner.
• Strong work planning and organizational skills and ability to prioritize.
• Attention to details, ability to work quickly and accurately under time pressure and tight deadlines.
• Excellent interpersonal skills and ability to work both independently and as the member of a team
• Willing to learn or adapt to new ideas and procedures.
