JOB TITLE: Logistic Officer (Non-Medical Warehouse)
TEAM/PROGRAMME: Logistics /Program Implementation

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Logistics department in Yangon provides a full range of logistics services to the country program. The department is made up of several teams including the Warehouse & Dispatch team who ensure the goods required by the projects are stored, transported and received in a transparent, efficient and accountable manner. The Warehouse & Dispatch team is handling all storage, stock control, dispatching and related reporting processes according the SCI and donors regulations in force.

The Warehouse Officer (Non-medical) will be accountable for the effective implementation of the Warehouse Process of all non-medical goods for SCI warehouse in Myanmar. The Warehouse Officer acts as a crucial component in the SCI supply chain which aims to deliver those items across multiple SCI field offices. Under the supervision of the Senior Logistics officer (Warehouse), the Procurement Officer is responsible for planning, managing, organizing and filling of all Non-medical Warehouse stocks, data and information according to programme needs, following up with requesters, procurement team, Finance, other departments.

SCOPE OF ROLE:
Reports to: Senior Logistics Officer (Warehouse)

Direct Reports: Warehouse assistant and labours

Financial Approval: No financial approval

External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts

Travel: Minimum (up to 3 days per month)
Key accountabilities

In consultation and under supervision of the Senior Logistics Officer (Warehouse):
• Ensure Save the Children’s Warehouse policy and procedures are being adhered to at all time. Responsible for proper planning, managing, organizing and filling of all Warehouse (non-medical) data/info for all procured and GIK goods under direct supervision of Senior Logistics officer, in line with SCI protocols and procedures.
• Responsible for managing of all Stocks (non-medical items) in Yangon Central Warehouse. Ensure all IN/OUT stock is managed according to the SCI Warehousing and Stock Management Standard.
• Ensure that all incoming stocks are received, control and record all into RGN Warehouse.
• Ensure that stock cards, bin cards and related stock reports both from SCI and donors (e.g. DFID, UNOPS, etc) at the SCI RGN Warehouse are properly updated and centralized in line with SCI Procedures.
• Ensure all stocks (non-med) are complete and filed paperwork so that there is a clear audit trail for all received/stored/dispatched goods.
• Ensure proper planning for warehouse space before receiving goods. Maintain the warehouses dry, clean, secure, and safe and Pest free place.
• Ensure stock are checked regularly and any discrepancies / damages are documented, investigated and reported to the Senior Logistics Officer (Warehouse).
• Ensure that stock does not leave the dispatching area nor enters into the Warehouse without proper documentation/authorization.
• Carry out regular stock count accurately using ‘stock check form’ and report any deviation.
• Prepares and maintains required Warehouse trackers and reports in SCI- and donor- required formats as needed.
• Responsible to enter and update Warehouse data in TIM warehouse software for all Yangon non-medical stocks regularly and accurately.
• Focal person to prepare, update and produce Warehouse stock report on monthly basis or as needed.
• Manage Warehouse Assistant starting from setting objectives, daily guidance, performance review, etc. in order to achieve overall Logistics and supply chain objectives.
• Manage daily labours, staking, loading, unloading of vehicles and proper documentation for onward travel.
• Communicate and exchange information effectively with colleagues and other team especially for product detail specifications, quantity, quality, delivery date, price, etc.
• Provide guidance and advice to line manager on warehousing, differentiating/grouping items of same/different categories, warehouse methodology to be used for different goods.
• Work closely with other logistics team members and give necessary support when needed.
• To undertake any additional duties as designated by the line manager and/or Logistics Coordinator.

Person specifications

• A Bachelor’s degree or equivalent level of work experience.
• A minimum of 3 years’ experience in Warehouse/stock management role.
• High level of skills in Microsoft Excel.
• Excellent interpersonal and team building skills.
• Excellent numeric accuracy.
• Ability to understand and follow organizational procedures.
• Experience of managing a complex filing system: both paper and electronic.
• A good level of written and spoken English
• Commitment to and understanding of Save the Children’s aims, values and principles.

Desirable
• Previous experience of working with an INGO or UN agency in Yangon is highly desirable
• A Diploma or Certificate in Logistics or Warehouse Management from any acclaimed Institute is an added value for this post.
• Experience in building and developing the stock/data management skills of logistics and Warehouse staff through the use of training, guidance and development plans
• Knowledge of Save the Children’s or any other major INGO’s global logistics/supply chain policies.
