JOB TITLE: Program Manager (Agriculture, IGA and VDC)
TEAM/PROGRAMME: Programme Implementation

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The post holder will be responsible for the overall successful management and implementation of Agriculture, IGA (Income Generating Activity for fishery post-harvest procession), Village Information Board, formation & capacity building of Village Development Committees (VDCs) and Village Development Planning (VDP) for VDCs of Tatlan program in Pauktaw Township, Rakhine State. In addition, he/she will also have the responsibility to manage performance and develop capacity of relevant project staffs.

SCOPE OF ROLE:
Reports: Tatlan Senior Program Manager (SPM)

Financial Approval: 10,000 USD

External Representation: Regular contact with Government Ministries / Department and other NGOs / organizations working on Agriculture, Fisheries, and Village Authorities

Travel: Frequent (over (12) days per month)

Key accountabilities

Program Delivery:

• Be responsible for ensuring the timely, efficient and effective delivery of program implementation activities and initiatives for three different field sectors / teams (Agriculture/IGA/VDC) under the Tat Lan program grant.
• To coordinate and work with the project teams and the Township counterpart department to ensure timely delivery of program activities.
• Monitor monthly variances in the work plan and unmet targets, then design and apply corrective measures to remain on track and to facilitate resolution of problems in a participatory way.
• Support the technical manager’s, PDQ’s and other teams’ efforts for increasing the technical quality of the project and the capacities of the implementation team. Facilitate a harmonious professional relationship between the field-based implementation teams and the Yangon-based teams.
• Responsible for the timely, efficient and effective delivery where appropriate, training, mentoring and monitoring activities for this project.
• Provide support and supervision to the staffs to ensure successful implementation of programme, and provide opportunities for staff development.
• Produce timely and correct reports that ensure appropriate capturing of programme impact and outcomes as well as programme outputs based on logistical framework and M&E system.
• Coordinate the development of the project’s advocacy strategy, work-plan, and annual budget.
• Ensure compliance to systems and processes for planning and reporting to member head office and donor.
• Undertake additional task that are relevant to program management and activity implementations that may be assigned by his / her manager from time to time.

Program Management

• Budget-holding responsibility for the portion of Agriculture, IGA, and VDC/VIC activities of this grant. The post holder will delegate budget management to secondary budget holders as required by the specifics of the project.
• Monitor the project implementation level to ensure that it is managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies.
• Monitor and discuss budget variances with the field team and relevant secondary budget holders, and facilitate resolution of problems with them in a participatory way.
• Coordinate with field teams and technical managers to re-phase budgets as required, prepare budget revisions or requests for no-cost extensions, before submitting them to the Funding &Grants team.
• Maintain a close relationship with the Funding & Grants team on this grant, and in particular when issues or changes need to be brought to the donor’s attention.
• Prepare timely and correct narrative donor reports (for submission to the F&G team via the TOM; Tatlan Operations Manager) and approve the financial reports (produced by the Funding & Grants team).
• Undertake additional task that are relevant to program management and activity implementations that may be assigned by his / her manager from time to time.

Coordination & Communications

• Main representative of Agriculture, IGA, VIC and VDC activities.
• Maintain a close coordination in the field with local authorities especially with relevant counterpart departments.
• Facilitate field visits by donors and Save the Children Member representatives.
• Ensure high quality, accessible information about the project and its achievements are available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.)
• Representing SCI when required by government, the UN and other national and international agencies, donors and bodies including media, identifying opportunities to advocate SCI position and raise funds through building key stakeholder relationships.

Leadership:

• Encourage, good initiatives and innovative ideas for his/her staffs and be a supportive and empowering manager.
• Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively solve problems without having to be instructed by line management.
• Recommend any major change needed to the project necessitated by major variations in the operating environment, keeping in mind the overall objectives of the project.

Person specifications) –

• Degree in related field preferred.
• A minimum of 3-5 years’ experience implementing aid projects, including experience in a humanitarian/ conflict setting.
• Have a good knowledge of project management cycle.
• Experience with multi-sectorial programming, or experience managing programs in several different sectors.
• Experience working with community groups in humanitarian, post-conflict, and/or recovery development context.
• Ability to work well in a team and train other staffs and demonstrate experience efficiently managing a team.
• Excellent interpersonal, communication and presentation skills.
• Ability and willingness to travel remote area as assigned.
• Skilled at conducting needs assessments, project design, monitoring, and evaluation.
• Demonstrated skills, experience, and knowledge of community development; working with children and on children’s issues.
• Good Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
• Very good written and spoken English.
