JOB TITLE: Program Manager (Infrastructure Development)
TEAM/PROGRAMME: Programme Implementation
LOCATION: Pauktaw, Rakhine State

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The post holder will have the overall responsibility for the successful management and implementation of infrastructure development through a cash for work (CfW) approach which comprises the social protection aspect of Save the Children’s component of the Tat Lan project. In addition, the post holder will also be responsible for managing performance and developing the capacity of relevant project staff.
SCOPE OF ROLE:
Reports to: Tat Lan Operations Manager

Direct Reports: SPO (WASH), SPO(Infrastructure)

Financial Approval: Authorise expenditure up to 10,000 USD

External Representation: Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community

Travel: Frequent (over 6 days per month)
Key accountabilities

Project Management
• Responsible for ensuring the timely, efficient and effective delivery of this grant by the field teams and/or in coordination with consortium partners.
• To coordinate and work with the project teams and the Township counterpart department to ensure timely delivery of program activities.
• Monitor monthly variances in the work plan and unmet targets, and design and apply corrective measures to remain on track and to facilitate resolution of problems in a participatory way.
• Support the technical manager’s, PDQ’s and other teams’ efforts at increasing the technical quality of the project and the capacities of the implementation team. Facilitate a harmonious professional relationship between the field-based implementation teams and the Yangon-based teams.
• Responsible for the timely, efficient and effective delivery where appropriate, training, mentoring and monitoring activities for this project.
• Provide support and supervision to this staff to ensure successful implementation of programme, and provide opportunities for staff development.
• Produce reports that ensure appropriate capturing of programme impact and outcomes as well as programme outputs based on logistical framework and M&E system.
• Coordinate the development of the project’s advocacy strategy, work-plan, and annual budget.
• Ensure compliance to systems and processes for planning and reporting to member head office and donor.
Grant and budget management
• Budget-holding responsibility for the portion of Infrastructure development and WASH activities of this grant. The post holder will delegate budget management to secondary budget holders as required by the specifics of the project.
• Monitor the project to ensure that it is managed in line with the agreed budget, and that transactions comply with Save the Children’s and the donor’s financial and compliance policies.
• Monitor and discuss budget variances with the field team and relevant secondary budget holders, and facilitate resolution of problems with them in a participatory way.
• Coordinate the work with field teams and technical managers to re-phase budgets as required, prepare budget revisions or requests for no-cost extensions, before submitting them to the Funding &Grants team.
• Maintain a close relationship with the Funding & Grants team on this grant, and in particular when issues
• or changes need to be brought to the donor’s attention.
• Prepare narrative donor reports in collaboration with Tat Lan Operation Manager.

Coordination & Communications
• Main representative of Infrastructure and WASH activities.
• Maintain close coordination in the field with local authorities especially with relevant counterpart departments and consortium partners.
• Co-share with technical manager the responsibility for representing the project at all levels and for maintaining a close coordination with all other Partners.
• Facilitate field visits by donor and Save the Children Member representatives.
• Ensure high quality, accessible information about the project and its achievements is available for internal and external audiences (including current donors, Save the Children Members, potential funders, etc.)
• Representing SCI when required to government, the UN and other national and international agencies, donors , identifying opportunities to advocate SCI’ position and raise funds through building key stakeholder relationships.
Leadership:

• Encourage good initiatives and innovative ideas from his/her staff and be a supportive and empowering manager.
• Maintain a focus on achieving results and meeting the agreed objectives, and pro-actively solve problems without having to be instructed by line management.
• Recommend any major change needed to the project necessitated by major variations in the operating environment, keeping in mind the overall objectives of the project.
Person specifications

• At least 6 years’ experience in related field
• Bachelor Degree, Preferable a professional qualification in Engineering
• Good English communication skills, both written and verbal
• Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
• Willingness to travel to field offices and work in difficult environment according to travel requirements
• Excellent / Strong / Good/Relevant Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
• At least 2 years of management experience
• Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children
• Commitment to and understanding of Save the Children’s aims, values and principles.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
