The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The IFRC Secretariat has a decentralized structure: five regional offices (each with several CCST and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva.
IFRC Asia Pacific (AP) region has developed the Operational Plan for 2018 in line with the overall strategic direction of eight Areas of Focus and four Strategies for Implementation of the IFRC Plan and Budget 2016 – 2020. The CO in Myanmar provides coordination, management and technical support to the Myanmar Red Cross Society and has an operational plan for 2018 which is in line with the AP regional operational plan.
The position holder will be located in the IFRC CO in Yangon, Myanmar, and will report to the IFRC Program Coordinator. The position will have a technical line to the head of PMER, AP regional office in Kuala Lumpur, Malaysia, to contribute technical input towards AP results and KPIs.
Job purpose
The Senior PMER officer’s overall task is to support Myanmar Red Cross Society (MRCS) and IFRC in ensuring quality and timely delivery of all plans, appeals and reports. He/she will work to improve PMER capacity so that planning, M&E and reporting standards are met, and, contribute to strengthening programme/project quality, performance and impact. As PMER is a relatively new unit in MRCS, the Senior PMER Officer will provide the majority of its support to National Society PMER capacity development of long- term community based and emergency programmes.
The IFRC Senior PMER Officer, with support from the IFRC’s Programme Coordinator, will be responsible for promoting opportunities to strengthen and further improve the planning, monitoring, evaluation, and reporting (PMER) systems in the MRCS in order to enhance the impact of current and new programmes/services. This includes supporting the further development and implementation of the MRCS PMER framework, building the capacity of the MRCS PMER unit, support the coordination of the MRCS PMER technical working group and actively support the MRCS programme departments to meet the needs of communities with measurable impact.
The Senior PMER Officer will also support the further development and implementation of community engagement and accountability (CEA) approaches within the MRCS overall approach to community resilience to allow programmes to be reviewed and modified as needed to reflect changes in the environment, current and future needs, and the MRCS’s capacity to meet those needs. This will involve training of and working closely with the MRCS HQ PMER unit and PMER staff at regional, district and township level. He/she will support the IFRC country office in the annual planning and donor reporting process and will liaise with external stakeholders with regard to PMER issues.
Job duties and responsibilities
1. Support the development and implementation of PMER systems with standard procedures and processes, including use of relevant technology. This will include working closely with MRCS PMER unit in collaboration with programme departments at headquarters and with branch offices.
2. Support MRCS PMER unit in monitoring activities using a range of quantitative and qualitative methods and various participatory methodologies
3. In collaboration with MRCS PMER Unit, adapt or develop specific planning, assessment, monitoring and evaluation and reporting tools for consistent and quality data collection and analysis based on feedback form users
4. In collaboration with MRCS PMER Unit, provide technical guidance to MRCS programme staff and volunteers in incorporating appropriate PMER systems into projects/programmes based on needs, IFRC and donor requirements, resources and capacities.
5. Prepare and train staff, primary stakeholders and implementing partners, as necessary, on project/programme design, monitoring and evaluation concepts, skills and tools. Facilitate training and experience sharing, where possible and appropriate, for the staff of the MRCS, local staff members and others linked to programmes. Support processes to promote learning and knowledge sharing between MRCS and IFRC country office
6. Work with the APRO PMER to ensure that programmes adhere to the IFRC PMER frameworks and the framework for evaluations.
7. Provide technical guidance to MRCS to carry out baseline studies as required and to facilitate proper collection of programme data.
8. Ensure timely baseline data analysis to feed into programme assessments, design and implementation.
9. Routinely perform quality control checks of PMER-related work, overseeing the recording and reporting of progress and performance of the operation compared to targets.
10. Actively encourage application of lessons learned through programme PMER to improve future programme selection, design and implementation.
11. Provide support to IFRC planning and reporting activities as required.
12. In collaboration with MRCS PMER Unit, undertake regular field support visits to the branches to provide hands on PMER support to the project teams
13. To provide assistance in the monitoring and evaluation of activities and in the dissemination of learning to contribute to continuous learning and knowledge building of MRCS (through the production of financial and narrative reports)

How to Apply

Education
• Relevant post-graduate degree/Master Degree in applicable discipline is required.
Experience
• Minimum five years’ experience in PMER-related work, i.e. strong background in report-writing and product delivery to tight deadlines Writing, editing and analyzing complex reports.
• Experience in coaching and supporting staff is required.
• Experience with international donors funded programme is required.
• Red Cross and Red Cross knowledge and experience is preferred.
• Experience working in a professional humanitarian setting is required.
