Job Description

Location: Yangon, Myanmar

This tax administration support role will replace the outgoing Large Taxpayer Office Resident Adviser with a wider focus on building capacity in the Myanmar Internal Revenue Department (IRD) to maintain and expand current Self- Assessment System (SAS) arrangements.

The resident SAS adviser will assist the IRD senior management team in implementing a plan for further SAS expansion, as recognized by IRD’s Reform Journey, and will work closely with the LTO, MTO1 and other MTOs in Yangon providing guidance on day to day aspects of revenue administration in support of fully effective SAS operations.

TASKS:

• Advise IRD management and the Tax Reform Directorate (TRD) on technical and project planning, management, and reporting issues related to SAS expansion. This will include guidance on the implementation of a plan for introduction of MTO2 and 3 taxpayer populations to SAS and, as necessary, supporting the meeting of all tasks, timeline and milestones for progress to 2021-22.

• Collaborate with IRD HQ directorates responsible for supporting the operational SAS offices including Operational Management Directorate (reporting and risk management); Design and Monitoring Directorate (staff and taxpayer education products) and the Tax Reform Directorate.

• Provide practical support to LTO and MTOs in connection with current and future aspects of their SAS operations including processing of returns and payments, revenue risk management, voluntary taxpayer compliance, technical decision making, operational efficiency and effective governance arrangements.

• Provide technical input into the design and development of the DFID Myanmar Economic Governance Reform Programme to guide future support towards tax administration reform.

OUTPUTS:

1. An annual work plan to be developed and agreed with the authorities and approved by DFID within one month of commencement.

2. A quarterly report on the agreed work plan, activities undertaken, issues arising, and progress on and potential risks to achievement of planned objectives and outcomes.

3. Contribute to the design and development of the DFID Myanmar Economic Governance Reform Programme in the area of tax administration, and provide other DFID reporting as required.

QUALIFICATIONS:

• Extensive knowledge of and experience in modern tax administration.
• Strong communication and interpersonal relationship skills.
• Experience in developing countries in advising tax administrations on all aspects of their management and operations.

Experience in Myanmar is desirable, but not essential.

REPORTING:

The Resident SAS Adviser will report to Mr. Nick Wintle (Economist-DFID Myanmar) and Daw Mya Mya Oo (IDDG-Tax modernization, IRD). They will liaise with the IMF’s Resident Revenue Administration Adviser in Naypyidaw.

ASSIGNMENT:

The assignment is for one year. The Adviser will be based in Yangon and will be required to travel to, and work in, Naypyitaw as necessary.

SALARY:

Competitive, based on skills and experience of the applicant.
