The Mekong Institute (MI) is an inter-governmental organization owned by the six countries of the Greater Mekong Sub-region (GMS). MI’s focus is building capacity and human resource development in GMS, for regional development and cooperation. The GMS is experiencing change at a rapid rate, and we at MI prioritize the preparation of the workforces of these countries to further enable regional integration, and bring about more equitable, inclusive economic growth.

 

MI is in a period of growth.  MI is increasingly focusing on engaging in multi-year, multi-sector programs in collaboration with a host of regional development partners and local public and private sector organizations. We are currently expanding our portfolio to position as a GMS-based knowledge-center of excellence so we are to increase institutional capacities by developing a result based M&E system at the organization-wide to measure our activities’ impacts.

 

 

Program Manager, Mekong Development Program Department

 

We are seeking a Program Manager for Mekong Development Program (MDP) Department under the general direction of the Director with solid background on Human Migration or related area is required. The position is based at the Mekong Institute, located on the Khon Kaen University campus, Northeast Thailand. Khon Kaen, a growing city, is the commerce and political center of Northeastern Thailand and an important gateway to other GMS countries.

 

The responsibilities include:

 

1. Robust MI Product Development and Implementation:

Develop and field test MI products and services through research, modular training programs, field study, action research etc.

  • Design and deliver modular training programs and SLVs in relevant program areas
  • Conduct research in relevant program areas
  • Organize policy consultations/dialogues, conferences, forum, etc.
  • Develop case studies and policy briefs
  • Training Package Development

 

2. Provide training, consultancy services and technical assistance to MI internal clients (projects) and external clients

  • Serve as Resource Persons to training programs
  • Provide consultancy services as required
  • Provide technical assistance to research and training program delivery
  • Adviser to scholars relevant to MD program

 

3. Design and deliver customized capacity development programs as requested by internal and external clients

 

4. Perform an excellent Program Department Leadership

  • Connectivity with other departments
  • Role modeling leadership behaviors
  • Demonstrating support for team members, colleagues (other Program managers), and Director.
  • Ensuring quality of outputs for the department
  • Undertake any additional tasks/activities as assigned by director

 

5. Perform an Effective People Management

  • Provision of direction, support, coaching and mentoring to team members
  • Coordination and facilitation of regular Team Meetings
  • Performance discussions with team members

 

Others include:

  • Willingness to live and work in Khon Kaen, which is a provincial capital with population of approximately 400,000.
  • Willingness to travel within the GMS and especially the EWEC

 

Qualifications

 

The qualifications required for this role are:

  1. Ph.D. or Master Degree in Social Sciences with expertise on Human Migration or related field.
  2. Proven ability to manage teams
  3. Proven experience in program planning and management
  4. High level understanding of technical concepts related to program management such as logical frameworks, results-based management, evidence-based advocacy, research and survey methodology
  5. Minimum of eight years experience in project or program management and coordination.
  6. Experience in implementation of Capacity Development activities
  7. Experience in leading and conducting a variety of researches, studies and evaluations.
  8. Experience in developing project proposals and project reports
